The decision to cease offering study cycles must be communicated to the IES, IP (Institution of Higher Education Institutions, Public Institute) through SIMGES (Integrated System for Management of Higher Education).<\/p>\n<p>In private higher education, according to article 56, paragraph 1 of the RJIES (Legal Regime of Higher Education Institutions), the decision to cease offering study cycles rests with the founding entities of the higher education institutions, and must, according to article 56, paragraph 2 of the RJIES, be approved by the supervising minister. class=\"swiper-slide\">\n\t\t\t\t\t\t\t\t\t\t<div class=\"tab-content\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<h3 class=\"title\">Requirements relating to the General requirements<\/li>\n<\/ul>\n<p>The creation and operation of higher education institutions is subject to, among other things, verification of the following general requirements:<\/p>\n<ul>\n<li>Adopt an appropriate name;<\/li>\n<li>To have an educational, scientific and cultural project;<\/li>\n<li>To have facilities, equipment and material resources appropriate to the nature of the establishment in question;<\/li>\n<li>To offer training programs that are compatible with the university or polytechnic nature of the institution in question;<\/li>\n<li>To have its own teaching staff, adequate in number and qualifications to the nature of the institution and the degrees it is authorized to confer;<\/li>\n<li>To ensure the scientific and pedagogical autonomy of the institution, its organic units, and its study cycles;<\/li>\n<li>To ensure the participation of faculty, researchers, and students in the governance of the institution;<\/li>\n<li>To guarantee the high pedagogical, scientific and cultural level of the establishment;<\/li>\n<li>To ensure social action services;<\/li>\n<li>To ensure the provision of services to the community.<\/li>\n<\/ul>\n<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<li \u2013 Specifics<\/h3>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"content\"><p>In addition to the general requirements stated above, there is also a set of specific requirements that vary according to the nature of the higher education institution (Universities, University Institutes, Polytechnic Institutes or others).<\/p>\n<p><strong>Universities<\/strong><\/p>\n<p>The following are requirements for the creation and operation of a University:<\/p>\n<p>a) It is a high-level institution oriented towards the creation, transmission and dissemination of culture, knowledge, science and technology, through the articulation of study, teaching, research and experimental development;<\/p>\n<p>b) Be authorized to administer at least:<\/p>\n<ul>\n<li>6 undergraduate study cycles, two of which are technical laboratory programs;<\/li>\n<li>6 cycles of master&#039;s degree studies;<\/li>\n<li>Doctoral study programs in at least 3 different areas, compatible with the mission of university teaching.<\/li>\n<\/ul>\n<p>c) To have a teaching staff that meets the following requirements:<\/p>\n<ul>\n<li>For each study cycle, fulfill the requirements established by special law for its accreditation;<\/li>\n<li>Among the faculty and researchers engaged in teaching or research activities in any capacity at the institution, there must be at least 1 PhD holder for every 30 students;<\/li>\n<li>At least half of those PhDs must be at the institution on a full-time basis.<\/li>\n<\/ul>\n<p>d) To have facilities with the characteristics required for the provision of university education and adequate libraries and laboratories;<\/p>\n<p>e) To develop activities in the field of teaching and research, as well as in the creation, dissemination and transmission of culture;<\/p>\n<p>f) To have or participate in evaluated and recognized research and development centers.<\/p>\n<p><strong>University Institutes<\/strong><\/p>\n<p>The following are requirements for the creation and operation of a University Institute:<\/p>\n<p>a) It is a high-level institution oriented towards the creation, transmission and dissemination of culture, knowledge, science and technology, through the articulation of study, teaching, research and experimental development;<\/p>\n<p>b) Be authorized to administer at least:<\/p>\n<ul>\n<li>3 cycles of undergraduate studies;<\/li>\n<li>3 cycles of master&#039;s degree studies;<\/li>\n<li>1. Doctoral studies in an area or areas compatible with the mission of university teaching.<\/li>\n<\/ul>\n<p>To fulfill the requirements relating to faculty, facilities, the development of activities in the field of teaching and research, and research centers applicable to Universities.<\/p>\n<p><strong>Polytechnic Institutes<\/strong><\/p>\n<p>The following are requirements for the creation and operation of a Polytechnic Institute:<\/p>\n<p>a) It is a high-level institution oriented towards the creation, transmission and dissemination of culture and knowledge of a professional nature, through the articulation of study, teaching, targeted research and experimental development;<\/p>\n<p>b) Integrate at least two schools from different subject areas:<\/p>\n<p>c) Be authorized to teach at least 4 undergraduate degree programs, 2 of which are technical-laboratory programs, in at least 2 different areas;<\/p>\n<p>d) To have a teaching staff that meets the following requirements:<\/p>\n<ul>\n<li>For each study cycle, fulfill the requirements established by special law for its accreditation;<\/li>\n<li>To have, among all teachers and researchers who carry out teaching or research activities in any capacity at the institution, at least 1 holder of a specialist title or doctoral degree for every 30 students;<\/li>\n<li>Among the teaching and research staff, at least 151 full-time professors and researchers must hold a doctorate and, in addition to these, at least 351 full-time professors and researchers must hold the title of specialist, who may also hold a doctorate.<\/li>\n<\/ul>\n<p>(e) To have facilities with the characteristics required for the provision of polytechnic education and libraries and laboratories suitable for the nature of the study cycles;<\/p>\n<p>f) To develop guided research activities.<\/p>\n<p><strong>Other higher education institutions<\/strong><\/p>\n<p>Other higher education institutions may be university-level or polytechnic.<\/p>\n<p>These educational establishments, depending on whether they are universities or polytechnics, must comply with the legal requirements applicable to universities or polytechnic institutes, except with regard to the minimum number of study cycles they must be authorized to offer.<\/p>\n<p>a) Establishments authorized to offer at least the following may be created as other university-level higher education institutions:<\/p>\n<ul>\n<li>1st cycle of undergraduate studies;<\/li>\n<li>1st cycle of master&#039;s studies.<\/li>\n<\/ul>\n<p>b) Educational establishments authorized to offer at least one undergraduate degree program may be created, just like other polytechnic higher education institutions.<\/p>\n<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<li class=\"swiper-slide\">\n\t\t\t\t\t\t\t\t\t\t<div class=\"tab-content\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<h3 class=\"title\">Study cycles<\/h3>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"content\"><p>Regarding study programs, a prior accreditation regime is in place, under the responsibility of the <a href=\"https:\/\/a3es.pt\/\" target=\"_blank\" rel=\"noopener\">Agency for Assessment and Accreditation of Higher Education<\/a> (ADEH). Therefore, the respective applications must be submitted to that entity (following the applicable procedures, particularly regarding deadlines, forms, and fees). applications from a private higher education institution is issued within a maximum period of 6 months after the complete processing of the respective application.<\/p>\n<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<li must be addressed to the supervising Ministry, accompanied by the necessary elements to demonstrate the fulfillment of the applicable requirements relating to the founding entity and the establishment, with the IES, IP, being the instructing body.<\/p>\n<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"tab-content\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<h3 class=\"title\">Requirements relating to the sponsoring cultural and social organizations;<\/li>\n<li>Limited liability companies or public limited companies (specifically formed for this purpose, provided that the incorporation document includes a list of an appropriate name;<\/li>\n<li>To have an educational, scientific and cultural project;<\/li>\n<li>To have facilities, equipment and material resources appropriate to the nature of the establishment in question;<\/li>\n<li>To offer training programs that are compatible with the university or polytechnic nature of the institution in question;<\/li>\n<li>To have its own teaching staff, adequate in number and qualifications to the nature of the institution and the degrees it is authorized to confer;<\/li>\n<li>To ensure the scientific and pedagogical autonomy of the institution, its organic units, and its study cycles;<\/li>\n<li>To ensure the participation of faculty, researchers, and students in the governance of the institution;<\/li>\n<li>To guarantee the high pedagogical, scientific and cultural level of the establishment;<\/li>\n<li>To ensure social action services;<\/li>\n<li>To ensure the provision of services to the community.<\/li>\n<\/ul>\n<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div vary according to the nature of the higher education institution (Universities, University Institutes, Polytechnic Institutes or others).<\/p>\n<p><strong>Universities<\/strong><\/p>\n<p>The following are requirements for the creation and operation of a University:<\/p>\n<p>a) It is a high-level institution oriented towards the creation, transmission and dissemination of culture, knowledge, science and technology, through the articulation of study, teaching, research and experimental development;<\/p>\n<p>b) Be authorized to administer at least:<\/p>\n<ul>\n<li>6 undergraduate study cycles, two of which are technical laboratory programs;<\/li>\n<li>6 cycles of master&#039;s degree studies;<\/li>\n<li>Doctoral study programs in at least 3 different areas, compatible with the mission of university teaching.<\/li>\n<\/ul>\n<p>c) To have a teaching staff that meets the following requirements:<\/p>\n<ul>\n<li>For each study cycle, fulfill the requirements established by special law for its accreditation;<\/li>\n<li>Among the faculty and researchers engaged in teaching or research activities in any capacity at the institution, there must be at least 1 PhD holder for every 30 students;<\/li>\n<li>At least half of those PhDs must be at the institution on a full-time basis.<\/li>\n<\/ul>\n<p>d) To have facilities with the characteristics required for the provision of university education and adequate libraries and laboratories;<\/p>\n<p>e) To develop activities in the field of teaching and research, as well as in the creation, dissemination and transmission of culture;<\/p>\n<p>f) To have or participate in evaluated and recognized research and development centers.<\/p>\n<p><strong>University Institutes<\/strong><\/p>\n<p>The following are requirements for the creation and operation of a University Institute:<\/p>\n<p>a) It is a high-level institution oriented towards the creation, transmission and dissemination of culture, knowledge, science and technology, through the articulation of study, teaching, research and experimental development;<\/p>\n<p>b) Be authorized to administer at least:<\/p>\n<ul>\n<li>3 cycles of undergraduate studies;<\/li>\n<li>3 cycles of master&#039;s degree studies;<\/li>\n<li>1. Doctoral studies in an area or areas compatible with the mission of university teaching.<\/li>\n<\/ul>\n<p>To fulfill the requirements relating to faculty, facilities, the development of activities in the field of teaching and research, and research centers applicable to Universities.<\/p>\n<p><strong>Polytechnic Institutes<\/strong><\/p>\n<p>The following are requirements for the creation and operation of a Polytechnic Institute:<\/p>\n<p>a) It is a high-level institution oriented towards the creation, transmission and dissemination of culture and knowledge of a professional nature, through the articulation of study, teaching, targeted research and experimental development;<\/p>\n<p>b) Integrate at least two schools from different subject areas:<\/p>\n<p>c) Be authorized to teach at least 4 undergraduate degree programs, 2 of which are technical-laboratory programs, in at least 2 different areas;<\/p>\n<p>d) To have a teaching staff that meets the following requirements:<\/p>\n<ul>\n<li>For each study cycle, fulfill the requirements established by special law for its accreditation;<\/li>\n<li>To have, among all teachers and researchers who carry out teaching or research activities in any capacity at the institution, at least 1 holder of a specialist title or doctoral degree for every 30 students;<\/li>\n<li>Among the teaching and research staff, at least 151 full-time professors and researchers must hold a doctorate and, in addition to these, at least 351 full-time professors and researchers must hold the title of specialist, who may also hold a doctorate.<\/li>\n<\/ul>\n<p>(e) To have facilities with the characteristics required for the provision of polytechnic education and libraries and laboratories suitable for the nature of the study cycles;<\/p>\n<p>f) To develop guided research activities.<\/p>\n<p><strong>Other higher education institutions<\/strong><\/p>\n<p>Other higher education institutions may be university-level or polytechnic.<\/p>\n<p>These educational establishments, depending on whether they are universities or polytechnics, must comply with the legal requirements applicable to universities or polytechnic institutes, except with regard to the minimum number of study cycles they must be authorized to offer.<\/p>\n<p>a) Establishments authorized to offer at least the following may be created as other university-level higher education institutions:<\/p>\n<ul>\n<li>1st cycle of undergraduate studies;<\/li>\n<li>1st cycle of master&#039;s studies.<\/li>\n<\/ul>\n<p>b) Educational establishments authorized to offer at least one undergraduate degree program may be created, just like other polytechnic higher education institutions.<\/p>\n<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"tab-content\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<h3 class=\"title\">Study cycles<\/h3>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"content\"><p>Regarding study programs, a prior accreditation regime is in place, under the responsibility of the <a href=\"https:\/\/a3es.pt\/\" target=\"_blank\" rel=\"noopener\">Agency for Assessment and Accreditation of Higher Education<\/a> (ADEH). Therefore, the respective applications must be submitted to that entity (following the applicable procedures, particularly regarding deadlines, forms, and fees).
