Internationalization of Education and Training

Globalization demands an open and connected vision. Aligned with the guidelines of the European Commission and the Portuguese Government, IES strategically focuses on international cooperation and mobility to strengthen the quality, visibility, and competitiveness of teaching and scientific research.

The Erasmus+ Programme and Mobility

Through the Erasmus+ Programme, scholarships and training grants are awarded to students and staff (teaching and non-teaching), both European and from third countries, actively supporting cooperation and institutional capacity-building projects.

Strategic Lines of Action

To consolidate the internationalization of education and science, the IES's actions focus on the following dynamics:

  • International Attraction: Promotion of educational offerings (in Portuguese and English) and active participation in the official "Study in Portugal" and "Research in Portugal" initiatives at international fairs.

  • Active Mobility: A policy to encourage and monitor mobility flows for students, faculty, researchers, and staff , including the provision of scholarships for international students.

  • Scientific Diplomacy and Networks: Enhancing relationships with Portuguese academic and scientific communities abroad and promoting global strategic partnerships.

European Universities

Initiatives to strengthen the internationalization of education and training.

With the aim of consolidating its international profile and attracting global talent, IES participates in the main cooperation networks, initiatives to promote science and higher education, and the largest international fairs and conferences in the sector. These platforms are key moments for establishing strategic partnerships, sharing best practices and disseminating the national educational offerings.

  • Study & Research in Portugal

    Study & Research in Portugal is an online platform that aims to support the internationalization of national science, technology, and higher education systems and ensure their alignment with current public policies in the country.

    Study and Research in Portugal is a fundamental instrument for the promotion and internationalization of the country, in areas such as scientific diplomacy, tourism, mobility, the economy, heritage, language and culture.

    The platform is currently undergoing redesign.

  • USA-Portugal Campus

    The USA-Portugal Campus initiative is the result of a joint effort by the Portuguese National Agency for Education and Training Erasmus+ (ANE+), the Luso-American Foundation for Development (FLAD), and the Portuguese Fulbright Commission, which, with the support of a diverse set of institutional partners in both countries, created a strategy to bring the USA and Portugal closer together in terms of academic mobility, giving greater visibility to Portugal in the USA as a study destination for students.

    Simultaneously, it aims to strengthen and expand the community know-how of administrative staff working on internationalization at all levels of Portuguese higher education institutions (HEIs) with regard to their capacity to access the US study abroad market.

    This working group is based on the government initiative Study & Research in Portugal, which has been highlighted at several international conferences and fairs – including the NAFSA Annual Conference and Expo.

    In this way, the USA-Portugal Campus initiative seeks to further develop the "Study & Research in Portugal" brand in the USA.

  • Study in Europe

    Study in Europe is a project of the European Union (Directorate-General for Education, Youth, Sport and Culture), implemented by a consortium of specialized agencies (such as Campus France , DAAD and Nuffic ), which aims to promote European higher education across borders.

    Main Objectives:

    • Global Attraction: To demonstrate to international students the advantages and opportunities of studying and researching in Europe.

    • Centralized Information: Facilitating the discovery of courses, research opportunities, and scholarships in Erasmus+ program countries.

    • Networking: Connecting European higher education institutions with students and global partners.

    Support Tools:

    • Portal and Social Networks: Digital platforms with detailed information for study planning and news dissemination.

    • Education Fairs: Organizing international fairs (by the consortium or by EU Delegations) that serve as a meeting point between universities and potential candidates.

  • NAFSA Annual Conference and Expo

    NAFSA, the Association of International Educators, is the world's largest organization dedicated to international education and exchange. Its annual meeting is a diverse and comprehensive global event, bringing together professionals from all sectors of international education and addressing strategic themes such as innovation, institutional collaboration, and sustainability.

    The global international education community gathers annually at NAFSA to share the latest trends, new strategies, and best practices, providing institutions with unique opportunities to establish and strengthen institutional partnerships. The event is also a forum for reflecting on and charting pathways to a sustainable future in international education, promoting academic and scientific cooperation between countries.

    IES participates in NAFSA as part of the USA Portugal Campus initiative, annually organizing, in partnership with Fulbright and FLAD, the Portuguese participation through the national pavilion “Study & Research in Portugal”. This presence allows promoting Portugal as an academic destination of excellence, enhancing the Erasmus+ program, expanding international cooperation networks, and strengthening the visibility of Portuguese institutions among global strategic partners.

Since its founding in 1989, it has played a key role in promoting the professional development of international education specialists and in strengthening the network of institutions and professionals in this sector across Europe.

    EAIE's mission focuses on facilitating the sharing of knowledge, practices, and experiences, promoting high-quality, accessible, and globally connected higher education. Through training, publications, and discussion forums, the association contributes to innovation and excellence in European higher education institutions.

    The highlight of its activities is the EAIE Annual Conference, one of the most influential and anticipated events on the global calendar of international education.   • FAUBAI – Brazilian Association for International Education

    FAUBAI – the Brazilian Association for International Education – is one of the leading organizations dedicated to promoting the internationalization of higher education in Brazil. Founded in 1988, FAUBAI brings together managers and those responsible for international affairs from more than 200 Brazilian higher education institutions, both public and private, covering all regions and types of higher education institutions.

    FAUBAI's mission is to strengthen academic and institutional cooperation, promote the Brazilian higher education system abroad, support the professional development of managers, and encourage internationalization practices in associated institutions.

    The FAUBAI Annual Conference, along with seminars, workshops, and regional, national, and international meetings, is one of the association's most important events. These gatherings bring together professionals from the international education sector, providing spaces for sharing experiences, discussing best practices, and building strategic partnerships, both in Brazil and with institutions abroad.

    IES participates in these events as part of the Study & Research in Portugal initiative, promoting Portugal as an academic and scientific destination of excellence and strengthening cooperation between Portuguese and Brazilian institutions.   • Student Hall – BMI Global

    The Student Fair , promoted by BMI Global Education , is the largest international higher education promotion event in Latin America. It brings together universities, agencies, and institutions from more than 20 countries, offering Brazilian and Latin American students direct information about study opportunities in Europe.


    O IES Portugal has participated since 2023 with the Study & Research in Portugal initiative to promote the Erasmus+ program and reinforce the attractiveness of Portuguese institutions as an international academic destination. The Portuguese presence at the Student Fair, organized by BMI, is a clear commitment to attracting international talent, offering Brazilian students the opportunity to experience firsthand the diversity and quality of higher education in Portugal. In each city, in addition to participating in the fairs, an information session is held, promoted by the National Agency, with the support of DGES, CRUP, CCISP, and APESP. These sessions address topics such as living and studying in Portugal, Erasmus+ mobility, access processes to higher education, and the different educational offerings of public universities, polytechnic institutes, and private higher education institutions.

    The stands of the Portuguese institutions are grouped in a single space, with a coordinated image and shared visual identity, reinforcing the "Study & Research in Portugal" brand as a symbol of quality, cultural proximity, and European opportunities.

    The mission in Brazil is part of the internationalization strategy for Portuguese higher education, promoting the country as a modern, accessible academic destination with strong cultural ties to Brazil. With this initiative, the National Agency and the Ministry of Education, Science and Innovation reinforce their commitment to scientific and educational diplomacy, opening doors to future generations of international students.

  • Expo Posgrados & ExpoEstudiante – BMI Global Education

    Expo Posgrados and ExpoEstudiante, organized by BMI Global Education, are two of the most important international circuits for promoting higher education in Latin America. They bring together universities, agencies, and institutions from around the world in cities such as Bogotá, Quito, Lima, and Santiago, Chile, offering Latin American students direct information about study and research opportunities in Europe.

    IES participated for the first time in 2025 with the Study & Research in Portugal initiative to promote the Erasmus+ program and reinforce the attractiveness of Portuguese institutions as an international academic destination. This participation represents a new milestone in the strategy to attract international talent, positioning Portugal as a European choice of excellence for undergraduate, master's and doctoral studies.

    In each country, in addition to attending the fairs, information sessions were held, promoted by the National Agency (now IES), with the support of DGES, CRUP, CCISP and APESP, addressing topics such as living and studying in Portugal, Erasmus+ mobility, access processes to higher education and the various training offers of universities, polytechnics and private institutions.

    The stands of the Portuguese institutions were brought together in a single space, with a coordinated image and shared visual identity, reinforcing the "Study & Research in Portugal" brand as a symbol of quality, innovation and cultural proximity.

    Participation in the Expo Posgrados and ExpoEstudiante fairs is part of the internationalization strategy for Portuguese higher education, promoting Portugal as a modern, accessible, and excellent academic destination with strong cultural and linguistic ties to Latin America and the Portuguese-speaking world.

  • France-Portugal Symposium 2025

    With the participation of 30 selected representatives, including 10 certified French institutions and 10 Portuguese institutions, the symposium will be a privileged space for the exchange of best practices, promoting an area of international cooperation.
