Training Offer

The Portuguese education system is regulated by the Basic Law of the Education System and is developed at three levels: basic, secondary and higher education.

Organized in a binary system, it integrates university and polytechnic education and has a structure based on 4 cycles: a short-term study cycle, which does not confer an academic degree, and three study cycles leading to the academic degrees of bachelor, master, and doctor .

The Higher Education System

Portuguese higher education, offered by public and private institutions, is organized into two subsystems: university and polytechnic.

Portuguese Higher Education System

Organization of higher education

Portuguese higher education is organized in a binary system that integrates university and polytechnic education and is offered in both public and private institutions. Private higher education institutions obtain prior recognition of public interest from the Government.

University education includes universities, university institutes, and other university-level educational establishments. Polytechnic education comprises polytechnic institutes and other polytechnic-level educational establishments.

Binary system

University education is guided by a perspective of promoting research and knowledge creation, aiming to ensure a solid scientific and cultural preparation and provide technical training that enables the exercise of professional and cultural activities and fosters the development of design, innovation and critical analysis skills.

Polytechnic education is guided by a perspective of applied research and development, aimed at understanding and solving concrete problems, and seeks to provide a solid higher-level cultural and technical education, develop the capacity for innovation and critical analysis, and impart scientific knowledge of a theoretical and practical nature and its applications for the exercise of professional activities.

Autonomy

Higher education institutions enjoy scientific , pedagogical , cultural , and disciplinary autonomy.

  • Scientific autonomy consists of the ability to define, plan, and execute research and other scientific activities.
  • Pedagogical autonomy encompasses the ability to develop study plans, define the subject matter of curricular units, define teaching methods, allocate resources, and choose knowledge assessment processes.
  • Cultural autonomy translates into the ability to define the training program and cultural initiatives.
  • Disciplinary autonomy confers the power to punish, in accordance with the law and statutes, disciplinary infractions committed by teachers, researchers and other employees, as well as students.

Thus, matters such as the specific conditions for admission to study cycles, the operating conditions of study cycles, study plans, prerequisites and assessment regimes, the statute of limitations, the accreditation of training, curricular transition rules, deadlines for issuing academic documentation, changes to timetables and operating regimes, or deadlines for responding to requests fall within the scope of the aforementioned autonomies.

Structure of higher education degrees and diplomas

In 2005, a process to reform the Basic Law of the Education System was initiated in order to implement the Bologna Process, which included the introduction of the European Credit Transfer System (ECTS) in study cycles, mobility mechanisms, diploma supplements, among others.

Higher education adopted a new three-cycle study structure, leading to the academic degrees of Bachelor, Master, and Doctor. This structure was introduced in 2006 and fully implemented in Portugal from the 2009/2010 academic year onwards.

Generic qualification descriptors were also established for each study cycle, based on the skills acquired, as well as the definition of ECTS credits for the first and second study cycles.

In 2014, a non-degree-granting higher education study cycle was created, called the professional higher technical course, which corresponds to the short study cycle linked to the 1st cycle foreseen in the Qualifications Framework of the European Higher Education Area.

Accreditation and quality assurance

The Agency for Assessment and Accreditation of Higher Education is the competent entity to evaluate and accredit higher education institutions and their study programs. This Agency is an independent body from the state and institutions and its objective is to promote and ensure quality in higher education.

The evaluation and accreditation criteria are those established in the legal frameworks for higher education degrees and diplomas and for higher education assessment.

In addition to the prior accreditation of newly created study programs, that Agency also carries out regular accreditation of study programs that are already in operation.

  • Other Courses and Diplomas

    OTHER DEGREES THAT CAN BE OBTAINED IN HIGHER EDUCATION
    In higher education, other non-degree courses may be offered and diplomas awarded, including:

    a) By completing part of an undergraduate degree course of no less than 120 credits;

    b) By completing a master's degree course of no less than 60 credits;

    c) By completing a doctoral course;

    d) Through the provision of other non-degree-granting courses, integrated into its educational project.

    Through enrollment in these programs, institutions, within the scope of their autonomy, can set the amount of tuition fees to be paid.

    Because these courses do not confer academic degrees, they are not subject to control by the supervisory authority. Therefore, only higher education institutions can provide information about the courses they offer and their respective application and operational requirements. However, they are still considered training provided within higher education.

    In either case, the diplomas in question must adopt a name that is not confused with the name of the final academic degree obtained, if one exists.

    POST-GRADUATE STUDIES
    "Postgraduate studies" is the name given to a course that is accessed after a first "graduation," usually a bachelor's degree, taught at a higher education institution, within the scope of its training vocation and educational project, but in no case conferring any degree, which is why it is not subject to authorization by the supervisory authority.

    The terms "postgraduate" and "postgraduate training" (and others that suggest higher education training) are reserved for higher education institutions and correspond, for example, to a specialization course that constitutes part of a master's degree cycle, but is not sufficient for obtaining the degree, although the concept of "postgraduate" is broader, encompassing other examples besides this.

    POST-DOCTORAL
    Postdoctoral programs are specialized courses undertaken after the completion of a doctoral degree program, offered at higher education institutions.

  • Equivalences and recognitions of old courses

    The integration of pre-Bologna courses within the current legal framework.

    With the implementation of the legal framework resulting from the Bologna Process, no mechanism for automatic correspondence or conversion of previous and subsequent degrees was foreseen, and neither the IES, IP nor any other supervisory body has the competence to grant equivalencies. The bachelor's, master's, and doctoral degrees have the same validity regardless of when they were obtained, while the bachelor's degree (which does not appear in the current framework) retains its validity as the degree it was awarded under the previous legal regime.
    Similarly, there is no general mechanism for the equivalence of older, non-higher education qualifications to current higher education qualifications.

    Recognition in Portugal of a course completed in Macau.

    There is a possibility of recognizing, within the Portuguese higher education system, for all purposes, the courses taught by the University of Macau, the Macau Polytechnic Institute, and the School of Tourism, as well as their respective degrees and diplomas, provided they meet certain requirements, the verification of which is carried out by expert committees.
    Therefore, the aforementioned institutions will have to request recognition of the courses they teach within the Portuguese higher education system, a recognition granted by joint decree.
    If it is confirmed that the course in question has been recognized under those terms, such recognition will be recorded on the back of the course certificate, either by the higher education institution where it was completed or by IES, IP, as appropriate.
    In cases where the registration of the diploma on the course certificate is the responsibility of the Higher Education Institution (IES, IP), you will need to go to these services with the original diploma. Fees are charged for this registration.
    If it is not possible to apply this mechanism due to a lack of proof of recognition of the course within the Portuguese higher education system, the regime that establishes the terms under which the equivalence of foreign higher education qualifications to corresponding Portuguese qualifications may be requested may be applied.

    Equivalence of the former General Nursing Course

    Until December 31, 2005, the granting of equivalence to a bachelor's degree or a Diploma of Specialized Higher Studies in Nursing was the responsibility of IES, IP.
    From that date, IES, IP, was no longer able to grant equivalencies.
    Currently, in order to obtain an academic degree, with a view to continuing studies, previously acquired training may be credited.
    If you obtained your equivalency from IES, IP within the stated timeframe and wish to obtain a duplicate, you may submit your request to our services, indicating your full name and identification document number.
    The established fees are charged for issuing the certificate in question.

    EQUIVALENCE OF FORMER HEALTH TECHNOLOGY COURSES

    Following a positive decision by a jury constituted within the scope of the Ministry of Health, IES, IP issues a certificate recognizing the holder's bachelor's degree or DESE (Diploma of Specialized Higher Studies) in the field of Health Technologies, in accordance with the provisions of applicable legislation.

    Fees are charged for issuing the certificate in question.

    Given that recognition is initially requested from the jury president, please consult www.acss.min-saude.pt/ for more information.

    EFFECTS OF HOLDING A SPECIALIZED HIGHER EDUCATION DEGREE

    According to the provisions of the Basic Law of the Education System, a diploma of specialized higher studies is equivalent to a bachelor's degree for professional and academic purposes.
    This legal provision makes its observance mandatory, without the need for any other authorization.

    EFFECTS OF HOLDING TITLES FROM FORMER EARLY CHILDHOOD EDUCATION AND PRIMARY SCHOOL TEACHER TRAINING COURSES

    Holders of the former Early Childhood Education and Primary Teacher Training courses, who are working at any level of education or in equivalent roles, have been granted the equivalent status of a bachelor's degree for the purpose of continuing their studies.
    The provision for equivalence makes its observance mandatory, without the need for any other title.

    EFFECTS OF HOLDING OLD PHYSICAL EDUCATION INSTRUCTOR CERTIFICATES

    The IES, IP has residual competence to grant equivalencies for Physical Education Instructor courses from the former Schools of Physical Education Instructors and the National Institute of Physical Education to bachelor's and licentiate degrees.
    The established fees are charged for issuing the certificate in question.
    Thus, graduates of the Physical Education instructor course, with three years of good and effective teaching service in that discipline in any official educational establishment, or who have provided an equal period of good and effective service in official bodies, in functions of a pedagogical, scientific or technical nature related to Physical Education, may be equated to Bachelor's degree holders in Physical Education, for the purposes of appointment to positions in the teaching career of basic, secondary and high school education and for the purposes of continuing studies.
    Graduates from the National Institute of Physical Education, with three years of good and effective teaching service in this discipline at any official educational establishment, or who have provided an equal period of good and effective service in official bodies, in functions of a pedagogical, scientific or technical nature related to Physical Education, may be considered equivalent to graduates in Physical Education.

    Former courses that were equated to a bachelor's degree.

    Some changes in the legal framework for higher education have led to a set of equivalencies for the new degrees.
    Thus, they were once generically equated to a bachelor's degree:

    • the old Agricultural Regent courses;
    • The Accounting courses offered by the former Commercial Institutes and the Military Technical Institute of the Army Pupils;
    • The courses in Electrical Engineering and Machinery, Civil Construction and Mining, Laboratory and Industrial Chemistry, from the former Industrial Institutes, and the Electrical Engineering and Machinery course from the Military Technical Institute of the Army Pupils.

    The provision for a generic equivalence makes its observance mandatory, without the need for any other title.

Other Courses and Diplomas

OTHER DEGREES THAT CAN BE OBTAINED IN HIGHER EDUCATION
In higher education, other non-degree courses may be offered and diplomas awarded, including:

a) By completing part of an undergraduate degree course of no less than 120 credits;

b) By completing a master's degree course of no less than 60 credits;

c) By completing a doctoral course;

d) Through the provision of other non-degree-granting courses, integrated into its educational project.

Equivalences and recognitions of old courses

  • the old Agricultural Regent courses;
  • The Accounting courses offered by the former Commercial Institutes and the Military Technical Institute of the Army Pupils;

QNQ / QEQ

The National Qualifications Framework (QNQ) is a single reference instrument for classifying all qualifications produced in the national education and training system.

The National Qualifications Framework (NQF) is structured into 8 Qualification Levels , each defined by a set of indicators that specify the learning outcomes corresponding to the qualifications at that level, in terms of Knowledge, Skills and Attitudes.

The EQF adopts the qualification levels and descriptors of the European Qualifications Framework (EQF) .

The EQF allows different national qualification systems to be matched to a single reference framework , functioning as a tool for translating and comparing qualification levels in different countries.

  • Description

    Objectives of the National Qualifications Framework (NQF)

    The objectives of the National Qualifications Framework (QNQ), in force since October 1, 2010, are:

    • To integrate and coordinate, within a single framework, the qualifications produced within the different subsystems of education and training – basic, secondary and higher education, regardless of the access routes.
    • To value and consider the skills acquired in non-formal and informal learning contexts.
    • To improve the readability, transparency, and comparability of qualifications in the education and training system and in the labor market.

    Objectives of the European Qualifications Framework (EQF)

    The European Qualifications Framework (EQF) was established in 2008 by a Recommendation of the European Parliament and of the Council, which was subsequently revoked in 2017 by a Recommendation of the Council, and aims primarily to:

    • To make qualifications clearer and more understandable across different systems.
    • To promote the mobility of citizens.
    • Facilitating lifelong learning.

    National Coordination for the implementation of the EQF

    The National Agency for Qualification and Vocational Education, IP (ANQEP) , is the National Coordination Point for the implementation of the EQF, in conjunction with the Institute for Higher Education (IES, IP) with regard to levels 5 to 8 of the NQF structure.

    Qualifications Framework for the European Higher Education Area (QQ-EHEA)

    The qualifications obtained in Higher Education under the National Qualifications Framework (NQF) and the European Higher Education Qualifications Framework (EHEQ) also correspond to the qualifications of the European Higher Education Area (EHEA) Qualifications Framework , since, as a participant in that Area, Portugal has committed to making the necessary alignment.

    Thus, the implementation of the EHEA Framework had already begun in 2005, with the laying of the groundwork for the implementation of the Bologna Process , accompanied by a set of general legal reforms of the Portuguese higher education system, until its definitive implementation in the 2009-2010 academic year.

    A generic framework of qualifications was then defined, organized into three study cycles, and a short cycle linked to or embedded within the 1st cycle, as well as generic qualification descriptors for each cycle, based on acquired competences, and the structure of the 1st and 2nd study cycles in terms of ECTS credit ranges.

    QNQ referencing process to QEQ

    The process of referencing the National Qualifications Framework (NQF) for Higher Education in Portugal to the EHEA-QF was completed in 2011, following the preparation of a report and its certification by the Secretary of State for Science, Technology and Higher Education.

    The process of referencing all levels of the Portuguese National Qualifications Framework (NQF) to the levels of the European Qualifications Framework (EQF) was also completed in 2011, following the presentation and approval of the referencing report by the Advisory Group for the Implementation of the EQF.

    Thus, the referencing report consists of two documents:

    • One that establishes the referencing of levels 1 to 5 of the NQF to the EQF;
    • Another one that proceeds with the referencing of qualifications promoted in Higher Education – levels 5 to 8 of the NQF, to the EQF, and which corresponds to the referencing to the EHEI QF.

    Referencing national qualification levels to EQF levels will allow all certificates and diplomas issued to include an explicit reference to the EQF level, which should be ensured, in Higher Education, by the Diploma Supplement.
