PRR Programs
Within the framework of the Recovery and Resilience Plan , the Institute for Higher Education (IES, IP) assumes the role of Intermediate Beneficiary in the management of the STEAM Youth Boost, Adult Boost, and MAIS Digital Boost programs , as well as the National Plan for Accommodation in Higher Education . It is the body responsible for the physical and financial implementation of the PRR investments in Higher Education. It is also responsible for providing the administrative and logistical support necessary for the operation and activities of the National Council for Pedagogical Innovation in Higher Education.

Projects

Impulse Programs
The Impulso Jovens STEAM and Impulso Adultos programs aim to support initiatives developed by higher education institutions, in partnership or consortium with companies, public and/or private employers, and including local, regional and national municipalities and public entities.
The STEAM Youth Impulse aims to promote and support initiatives focused exclusively on increasing higher education enrollment among young people in the fields of science, technology, engineering, arts, and mathematics , through the provision of bachelor's degrees and other initial higher education training.
The Adult Impulse program aims to support the conversion and upgrading of skills among active adults through short-term training courses in higher education, at both entry-level and postgraduate levels, across all fields of knowledge, as well as lifelong learning.

Boost More Digital Program
The Impulso Mais Digital Program aims to stimulate the modernization of the higher education network, with an emphasis on key areas for the country's resilience and the increase of skills in society and businesses, particularly in digital and technological areas, through a greater number of training opportunities offered by Higher Education Institutions and a greater number of young people and adults trained and requalified, reinforcing and accelerating the implementation of the " Impulso Jovens STEAM e Adultos " programs.
It also aims to modernize pedagogical practices in higher education, with a view to promoting academic success, reducing dropout rates and improving student well-being, as well as technological updating and modernization of training conditions, promoting sustainable agriculture, improving health systems, the green transition and environmental sustainability.
The Impulso Mais Digital Program encompasses the following sub-measures:
- Reform and Modernization of Agricultural Sciences – Technological and Digital Modernization of Agricultural Sciences;
- Medical Reform and Modernization;
- Strengthening digital skills;
- Innovation and Modernization of Pedagogy in Higher Education – Creation of Centers of Excellence for pedagogical innovation;
- Innovation and Pedagogical Modernization in Higher Education – Program for Promoting Success and Reducing Dropout Rates in Higher Education.

National Plan for Accommodation in Higher Education
The National Plan for Student Accommodation in Higher Education (PNAES) is a state initiative aimed at strengthening the supply of student accommodation at affordable prices, promoting better conditions for access, attendance and academic success in higher education.
Through the construction, rehabilitation, and modernization of student residences, the PNAES (National Program for Student Accommodation) seeks to meet the accommodation needs of students living away from home, contributing to the reduction of costs associated with attending higher education and promoting equal opportunities.
This plan constitutes an important instrument of social action, reinforcing the welcoming capacity of higher education institutions and supporting the retention of students throughout their academic journey.

National Council for Pedagogical Innovation in Higher Education
The National Council for Pedagogical Innovation in Higher Education (CNIPES) was created within the framework of the Recovery and Resilience Plan (PRR) to function as a permanent entity for reflection, support and promotion of innovation and pedagogical training for teachers.
This initiative brings together national and international experts, sector regulatory bodies, and student representatives. By coordinating the work between different centers of excellence in pedagogical innovation, the body promotes a dynamic of continuous improvement in teaching and learning.
The main objective is to prepare students for a future of accelerated change and unpredictable social impact, focusing on combating school dropout, promoting the health, success and well-being of the entire academic community, and strengthening the future employability of graduates.
