Scholarships

In order to respond to the real needs of students, ensuring equity in the allocation of social benefits, we promote social action that favors access to higher education and increases success in its completion.

A scholarship is an annual financial benefit provided by the State, as a non-refundable grant, to contribute to the costs of attending a course or undertaking a mandatory professional internship, whenever the student's family unit does not have a minimum adequate level of financial resources.

The scholarship is awarded for a full academic year, except in the cases provided for.

The conditions for awarding scholarships are defined in the legislation currently in force, namely in the Regulations for the Awarding of Scholarships to Higher Education Students.

In the eligible regions – North, Center and Alentejo – these scholarships are co-financed by the ESF – European Social Fund, within the framework of PEOPLE 2030 – Thematic Programme Demography, Qualifications and Inclusion.

    The application for a scholarship for an academic year must be submitted:

    • Between June 25th and September 30th;
    • Within 20 business days following registration, if registration occurs after September 30th;
    • Within 20 working days following the issuance of proof of commencement of the internship by the entity providing it, in the case of graduates or masters students undertaking a professional internship.

    The regulations governing the awarding of scholarships stipulate a schedule that sets the payment dates for scholarships, to be issued by order of the Director-General of Higher Education. The orders for each academic year can be consulted below, as well as the respective schedules.

    According to the regulations governing the awarding of scholarships to higher education students:

    • The scholarship payment is made monthly, directly to the student via bank transfer;
    • When making a monthly payment, adjustments may be made to align the amounts paid or to be paid with the annual value of the scholarship awarded.

    Whenever a payment is made, the DGES sends information to the scholarship recipients involved.

    The conditions for awarding scholarships are defined in the legislation currently in force, namely in the Regulations for the Awarding of Scholarships to Higher Education Students.

    According to the provisions of paragraph 3 of Article 24 of the Regulations for the Awarding of Scholarships to Higher Education Students, "In the process of awarding the supplement referred to in subparagraph b) of the preceding paragraph, the entity competent to decide on the application must obtain a specialized technical opinion, in particular from the higher education institution's support services for students with physical, sensory or other disabilities."“

How can I apply for a scholarship?

The application for a scholarship must be submitted exclusively online, through the BeOn platform, available here.

Where can I check the status of my application?

You can check the status of your application on BeOn, under the "Results" tab on your personal page.

Can I change the information in my application after it has been submitted?

You should only submit your application after verifying and validating all the information you have provided.
By submitting your application, you confirm that you have verified and validated all the data and that the relevant services can analyze it.

After submitting your application, you will only be able to change some personal details: address, telephone numbers, email and IBAN.

Any other changes must be requested:
a) In the case of public education, contact the Social Action Services department of the higher education institution;
b) In the case of private education, contact the respective Social Action Office or, in some cases, the Student Support and Innovation Department of the IES, IP.

How do I know if my scholarship application has been submitted?

Submitting your application will result in an email and a success message on the relevant page.

How do I obtain the access credentials to apply for the scholarship?

If you are already attending higher education but have never applied for a scholarship, you should request your credentials from the Social Action Services or Social Action Office of your higher education institution.

If you have already applied for a scholarship through the BeOn platform in a previous academic year, you can use your credentials (which remain active) directly through your personal page at [website address]. RESERVED AREA.

I am applying for the national university entrance exam; how can I obtain the credentials to apply for a scholarship?

Applications for scholarships are made exclusively online, through the BeOn platform, accessible via the IES, IP website.
For this purpose, you need a user code and a password.

If you are applying for admission to higher education through the national access competition and this is the first time you wish to apply for a scholarship, you can request your credentials (username and password) when applying to higher education.

If, in your application for access to higher education, you indicate that you wish to apply for a scholarship, you should follow the instructions you will receive in your email with the "Notification of receipt of application for access to higher education".

Access credentials for scholarship purposes can also be requested from the Social Action Services or Social Action Office of your higher education institution (after enrollment and registration).

Can I use my credentials from the national university entrance exam to apply for a scholarship?

No. The access credentials for the scholarship are different from those you have for the national entrance exam.

I forgot my password to access my personal application area. How do I get a new password?

You should, on the homepage of the scholarship application form, in RESERVED AREA,To request a password recovery, click on “Forgot your username or password?” and enter your tax identification number (NIF) and email address. You will immediately receive an email with the login details for your personal area.

I am applying for the first year of public higher education – am I eligible for the automatic allocation process?

Students who cumulatively meet the following conditions are eligible for the automatic scholarship allocation process:

a) Enter higher education through the national access competition (CNA) in the academic year in which they apply for a scholarship;
b) On May 31st of the school year prior to enrollment, they were beneficiaries of family allowance levels 1, 2, or 3;
c) Submit a scholarship application.

When will I be notified of the decision regarding my request?

If you meet the conditions to be covered by the automatic allocation, the decision on your application will be announced within a maximum of 3 days after the publication of the results of each phase of the CNA, provided you have already applied for a scholarship by that date.

If you do not meet the conditions to be covered by the automatic allocation or meet them but, on the date of publication of the results of each phase of the CNA, you have not yet submitted the scholarship application, the decision on the application will be announced within the general deadlines established in the Regulations.

What is the scholarship amount I can receive?

Students included in the automatic allocation process may receive an annual scholarship amount:

a) Equivalent to 5.5 times the social support index, for students benefiting from family allowance level 1 (in 2023-2024: €2,643);
b) Equivalent to 2.5 times the social support index, for students benefiting from family allowance level 2 (in 2023-2024: €1,202);
c) Corresponding to 125% of the maximum tuition fee legally set for the 1st cycle of public higher education, for students benefiting from family allowance level 3 (in 2023-2024: €872).

Can the scholarship amount change throughout the year?

The departments responsible for analyzing the application have 30 days to verify it, which may result in a change to the amount or cancellation of the scholarship award, with adjustments made to the amounts already paid and those still to be paid.

If I am a first-year scholarship recipient through the automatic process, do I also have to apply for the +Superior scholarship?

Yes, students wishing to benefit from a new +Superior scholarship must apply for it by the general deadline of September 30th (or by May 31st of the following year, in which case a proportional scholarship will be awarded, depending on the date of application), on the IES, IP's BeOn platform.

I finished my undergraduate degree and will begin my master's degree next academic year. When should I apply for a scholarship?

You must submit your scholarship application:
Between August 14th and October 2nd;
– Within 20 business days following registration, when registration occurs after October 2nd.

How do I fill in the information regarding real estate assets?

Only the data relating to the property intended for the Permanent Own Residence (HPP) of the household should be filled in, and only if that property is owned by one or more members of the household.

If the household resides, for example, in a rented house, the real estate assets section should not be filled in.

If one or more members of the household own other properties, but none of them correspond to their primary residence (because, for example, they are rural properties or are rented to third parties), then the real estate assets section should not be filled in either.

To apply for a scholarship, do all members of the household need to have a Portuguese tax identification number (NIF)?

No. Only the applicant needs to have a Portuguese tax identification number (NIF). The remaining members of the household can have foreign tax identification numbers (NIFs).

To enter the foreign NIF (tax identification number) associated with each member of the household, you must place a two-letter abbreviation with the country code before the number.

What are IRS validation codes?

IRS validation codes are codes assigned by the tax authorities to each electronic income tax return. You can find this code in the upper right corner of your income tax return.

You can view the electronic declaration by accessing its page on the tax portal by following these steps:

Obtain/Proof/Tax Return/Declaration and select the calendar year prior to the start of the academic year to which the scholarship application refers.

What is a displaced student?

A displaced student is one who, due to the distance between their place of residence and the location where they attend the course in which they are enrolled, needs to reside in that location, or in its neighboring locations, in order to attend the curricular activities of the course in which they are enrolled.

What constitutes a household for scholarship purposes?

The student's household consists of the student themselves and the following people who live with them, sharing meals, housing, and/or income:
a) Spouse or person in a de facto union with the individual or another member of the household;
b) Relatives and in-laws, in the direct and collateral lines, up to the 4th degree;
c) Adoptive parents, guardians, and persons to whom the student is entrusted by judicial or administrative decision of entities or services legally competent for this purpose;
d) Children adopted and under the guardianship of the student or any member of the family unit, and children and young people entrusted, by judicial or administrative decision of entities or services legally competent for this purpose, to the student or any member of the family unit;
(e) Godchildren and godparents, in accordance with Law No. 103/2009, of September 11.

Students who habitually reside outside their original family unit and who can prove the following may form single-person households:
a) To independently ensure their livelihood;
b) In the calendar year prior to the submission of the application, to have earned income equal to or greater than six times the social support index in force in that year.

Students who can prove they do not receive any income are considered to be single-person households.
a) They are in institutional care, under the care of a private social solidarity institution or other entities financed by social security, and whose social situation is confirmed by the care institution where they are located;
b) Be members of religious orders;
c) They are interned in foster care centers, educational or detention centers.

The composition of the relevant household is that which exists on the date the application is submitted.

AttentionThe household composition considered for the purposes of applying for a scholarship may be different from the household composition considered for tax purposes.

What is NISS?

NISS is the social security identification number.

What is a NIF?

NIF stands for Tax Identification Number, commonly known as Taxpayer Number.

What is considered the household's movable property?

Movable assets consist of the sum of all credits in bank accounts (current and term deposits), savings certificates, shares, investment funds, PPRs (Personal Retirement Plans) and other movable assets, belonging to all members of the household. The value to be indicated is the sum of all these values for all members of the household, as of December 31st of the calendar year prior to the start of the academic year to which the scholarship application refers.

The household uses the Electronic Income Tax Return system. Is it necessary to declare any income in section "4.Income" of the application form?

No. You only need to declare income earned in Portugal or abroad that is not included in your income tax return.

I changed higher education institutions (and/or courses). How do I update the information on my scholarship application?

On your personal page, in the "Personal Data" tab, you need to click the "Request Change" button. Then select the type of educational institution, the institution itself, and the course. Indicate the date of the change of institution and/or course and submit.

I requested a change of institution and/or course on my personal page, but I haven't submitted my application yet. Should I wait for the institution and/or course change request to be accepted before submitting my application?

The request may not be accepted immediately.

Like this:

  • If you have already submitted your application, you should wait.
  • If you have not yet submitted your application, you can proceed with completing and submitting it.

What documents are needed to submit my application for a scholarship?

To complete the scholarship application form, you need to have the following documents for all members of your household:

  • Citizen Card or, alternatively:
    – Taxpayer card to obtain the taxpayer identification number (NIF);
    – Social Security beneficiary card to obtain the Social Security number (NISS).
  • Tax return for the calendar year prior to the start of the academic year to which the scholarship application refers (if applicable).
  • Declaration of Municipal Property Tax (IMI) or the property registration document for the property used as the primary and permanent residence of the household (if the household has a primary and permanent residence);
  • Balance of bank accounts, both current and term deposits, as of December 31st of the calendar year prior to the start of the academic year to which the scholarship application refers, and the value of other movable assets (savings certificates, shares, bonds, retirement savings plans, etc.).

You will also need proof of your IBAN (International Bank Account Number) identifying the account holder to whom you wish to receive the scholarship (if awarded).

I was asked for a document that I am unable to obtain within the given timeframe. What should I do?

Instead of submitting the requested document, you must send a statement explaining why you cannot present the document in question.

Failure to submit all required documents may result in your application being rejected.

I have been asked for the Social Security Data Access Authorization Form and the Tax Status Access Authorization Form. How can I obtain and send these documents?

In the "Documents" tab, print the aforementioned forms.

All members of the household identified on the forms must sign them. In the case of household members who are minors, the signature must be made by their legal representative.

After signing all the documents, you must scan each form into a single file, in PDF, TIFF, or TIF format. Each file cannot exceed 500KB in size.

Next, proceed to load it into the fields associated with each authorization.

How should I send the requested documents before submitting my scholarship application?

The documents to be submitted must be scanned in PDF, JPEG, PNG, GIF, TIFF or TIF format, and each file cannot exceed 500KB in size.

Next, on the "Documents" page, upload all the requested documents and complete the submission by clicking the "Submit Documents" button.

Once all documents have been uploaded, you must submit your application on the "Submission" page.

The application can only be submitted after all requested documents have been sent.

How should I send the requested documents after submitting my scholarship application?

The documents requested after submitting your application must be sent within 10 working days through your personal area.

The documents to be submitted must be scanned in PDF, JPEG, PNG, GIF, TIFF or TIF format, and each file cannot exceed 500KB in size.

Next, in the "Missing Documents" tab, upload all the requested documents and complete the submission by clicking the "Upload Documents" button.

Once submitted, it is not possible to upload more documents.

Are scholarships awarded to students enrolled in any type of course?

Scholarships may be awarded under the social support system for attending courses at higher education institutions to students enrolled:

  • In higher professional technical courses;
  • In undergraduate courses;
  • In integrated master's degree programs;
  • In master's degree programs.

Scholarships may also be awarded to graduates or masters students who, within 24 months of obtaining their degree, are undertaking a professional internship to practice a profession.

I will be pursuing a PhD. Can I apply for a scholarship?

I am not a Portuguese citizen. Can I apply for a scholarship?

In addition to Portuguese citizens, the following may also apply for a scholarship:

– Nationals of Member States of the European Union with the right of permanent residence in Portugal and their family members, under the terms of Law No. 37/2006, of August 9;
– Nationals of third countries:
i) Holders of permanent residence permits, under the terms of Article 80 of Law No. 23/2007, of July 4;
ii) Beneficiaries of long-term resident status under Article 125 of Law No. 23/2007, of July 4;
iii) Originating from States with which cooperation agreements have been concluded providing for the application of such benefits;
iv) Coming from States whose law, under equal circumstances, grants equal treatment to Portuguese students;
– Stateless persons;
– Beneficiaries of political refugee status.
– Beneficiaries of refugee status in a humanitarian emergency situation or temporary protection.

How many ECTS credits do I need to be enrolled in to be eligible for a scholarship?

You must be enrolled in a minimum of 30 ECTS credits, except for the exceptions provided for in the Regulations.

I want to study abroad. Can I apply for a scholarship?

Scholarships awarded under the Regulations for the Awarding of Scholarships to Higher Education Students are intended only for students enrolled in Portuguese higher education institutions, in higher professional technical courses, and in study cycles leading to bachelor's or master's degrees.

I am a student in a public higher education institution. Who is responsible for reviewing my scholarship application?

The analysis of scholarship applications and the preparation of the proposed decision are the responsibility of the social services department of the higher education institution.

I am a student at a private higher education institution. Who is responsible for reviewing my scholarship application?

The analysis of scholarship applications and the preparation of the proposed decision are the responsibility of the higher education institution's services responsible for activities in the field of social action, commonly known as Social Action Offices.

With regard to some educational establishments, this analysis is still carried out by the Student Support Services Department of the Directorate-General for Higher Education.

Who is responsible for deciding on my scholarship application?

The decision rests with:

(i) In the case of public higher education institutions, to their respective rector or president;
(ii) In the case of private higher education institutions, to the Director-General of Higher Education.

Will I receive the annual scholarship amount in a single transfer?

I have already submitted my application. How can I change my bank account number (IBAN: International Bank Account Number)?

You can change your IBAN through your personal page on RESERVED AREA, selecting the "Application - Personal Data" tab.
Only the candidate can make this change on their personal page.

When is the scholarship payment made?

What is a displaced student?

A displaced student is one who, due to the distance between their place of residence and the location where they attend the course in which they are enrolled, needs to reside in that location, or in its neighboring locations, in order to attend the curricular activities of the course in which they are enrolled.

For the purposes of granting accommodation allowances under the following articles, a student who is displaced is also considered to be one who is in one of the following situations:

a) Be a beneficiary of student status in an emergency situation for humanitarian reasons;

b) Be a beneficiary of temporary protection;

c) Being a citizen of Portuguese nationality, but not habitually residing in Portugal.

If there is a vacancy in a residence hall at a public higher education institution, what is the amount of supplementary allowance I can receive?

The student may receive up to a monthly supplement, equal to the base monthly amount to be paid by scholarship holders in residences, up to a limit of 17.5% of the social support index.

You may also be entitled to an additional month of this supplement when, through proof issued by the competent services of the institution in which you are enrolled, you provide evidence that you have carried out or are carrying out academic activities, namely assessment tests and internships, as well as the preparation of a scientific dissertation, project work or professional internship, subject to a final report, which involve maintaining your status as a displaced person.

What if there are no vacancies in public university residences?

If you have applied for accommodation in a social services residence but have not been offered a place, you may benefit, during the academic year in which the scholarship is awarded, from a monthly supplement equal to the amount actually paid for accommodation and proven by receipt, up to a limit of 55% to 95% of the social support index, depending on the municipality where the higher education institution you attend is located.

Students on scholarships who are displaced from public higher education institutions and who refuse the accommodation provided to them in residences run by social services are not eligible for the accommodation supplement.

If I am a student at a private higher education institution, am I entitled to a housing allowance supplement?

What is accommodation supplementation for doubly displaced students?

A doubly displaced student is one who, undertaking a curricular internship in a location different from their place of residence and the location where they attend the course in which they are enrolled, needs to reside in the internship location, or in its neighboring locations, consequently, cumulatively:

a) The distance between your place of residence and the location where you are undertaking your curricular internship;

b) The distance between the location where the course is attended and the location where the internship is carried out.

How long can I receive the supplement for students who are doubly displaced?

Students who are doubly displaced are entitled to a second accommodation supplement for up to a maximum of four months.

What documents do I need to submit?

The verification of the conditions for a student who is doubly displaced is done through the submission of a request for this purpose, which is assessed and decided upon by the competent authority for analyzing requests at the institution where the student is enrolled.

Who is eligible for the accommodation supplement for non-scholarship students?

The accommodation supplement for non-scholarship students is intended for higher education students who:

  • They are in the position of a displaced student;
  • They must have a per capita income in their household equal to or less than 28 times the social support index;
  • Comply with the remaining conditions stipulated in the Regulations.
  • Awarding Scholarships to Higher Education Students;
  • Please present the receipts for accommodation payments during school term and the rental agreement if the receipts are not electronic.

Is it necessary to apply for a scholarship to benefit from accommodation allowance for non-scholarship students?

Yes. In order to benefit from accommodation supplements for non-scholarship students, if a scholarship is not awarded, an application for a scholarship must first be submitted by completing and completing the respective application form.

How and when are subsequent receipts issued?

If the accommodation supplement is granted to non-scholarship students in public higher education, subsequent rent receipts must be submitted monthly to the Social Action Services (SAS) of the respective Higher Education Institution (IES), and information on how to submit them should be obtained from the same institution.

To benefit from supplementary accommodation for non-scholarship students, must an allocation of a place in a residence be requested from the Social Action Services (SAS) of the respective Higher Education Institution (HEI)?

Yes. Similar to what is required of scholarship students who are away from home, the accommodation supplement for non-scholarship students can only be granted when, having requested accommodation in a SAS residence, it has not been obtained.

Are non-scholarship students who receive a housing allowance also entitled to a travel allowance?

No. The relocation allowance is only intended for students who have relocated from their hometown and who receive an accommodation allowance and are scholarship recipients.

What is a displacement allowance?

Students on scholarships who are relocated and receive accommodation allowances are entitled to receive travel support, in the months in which they receive this allowance, in the amount of €40, up to a maximum of €400 per year.

What is the annual transportation benefit?

When the courses in which students are enrolled are not, at the time of enrollment, equivalent to courses existing in their place of residence, they are entitled to an annual transport benefit, consisting of the payment of a round-trip air or sea ticket between the place of study and their place of habitual residence, in each academic year.

For this to happen, they will have to be:

a) Residents in an Autonomous Region who are enrolled in a course taught at a higher education institution on the mainland, in another Autonomous Region, or on an island different from their place of residence; or
b) Residents on the mainland who are enrolled in a course taught at a higher education institution in the Autonomous Regions.

What is the assigned value and what documents need to be submitted?

If I cancel my enrollment, until which month will I be entitled to receive the scholarship?

You will be entitled to a scholarship until the month prior to the cancellation of your enrollment, except for the exceptions provided for in current legislation.

My family's situation has changed since last year – can I request a review of my application?

Whenever there is a significant change in the composition or economic situation of the family unit compared to the previous year, the student may request a reassessment of their scholarship application.

In this reassessment, the general rule is that the new analysis period refers to the moment when the invoked change occurred.

For this purpose, students should contact the social services department of the higher education institution they attend to formalize the request.

If your institution does not have social action services, you should direct your question through the Electronic Counter – BE.COM.

Following the request for reassessment, new documents relating to the family unit will be requested to complete the analysis. If a scholarship is awarded or the scholarship amount is changed, it will begin in the month in which the change occurred.

What are changes in the composition or economic situation of the household?

Examples of changes in the composition or economic situation of the household include:

  • The household has more or fewer members than the previous year, due to births, deaths, or changes of address;
  • Someone becoming unemployed or starting to work;
  • Someone who has been on sick leave, and therefore received less income;
  • They have stopped receiving some pension, subsidy or assistance that they used to receive.

What is the review period?

For the purposes of awarding scholarships, the per capita income of the household is generally calculated based on the income of the calendar year prior to the scholarship application.

However, instead of the previous year, the analysis period may be different if changes in the composition of the household or its economic situation are invoked, and is usually associated with the moment when the change occurred, always corresponding to 12 months.
